நம்ப முடியவில்லை!!நம் தமிழ்நாட்டிலா இப்படிஒரு ஹை-டெக் கிராமம்??





நம்ப முடியவில்லை!!நம் தமிழ்நாட்டிலா இப்படிஒரு
ஹை-டெக் கிராமம்??
பார்த்தால் ஒரு சின்ன கிராமம், இதில் இத்தனை வசதிகளா? என்று ஆச்சர்யத்தில் நம்மை புருவம் உயர்த்த வைக்கிறது தூத்துக்குடி மாவட்டம், கோவில்பட்டி தாலுகா, குருவிகுளம் ஒன்றியத்தில் இருக்கிற ஜமீன் தேவர்குளம்.
இரண்டாம் நிலை ஊராட்சியான ஜமீன் தேவர்குளத்தில், 1,550 பொதுமக்களும், 4 ஆண் உறுப்பினர்கள் மற்றும் 2 பெண் உறுப்பினர்கள் என மொத்தம் 6 உறுப்பினர்கள் கொண்ட இந்த ஊராட்சிக்கு, கமலா பாலகிருஷ்ணன் தலைவியாக உள்ளார்.
இந்த கிராமத்தில் அரசியல் மற்றும் சாதி தலைவர்களின் கொடிகள், பேனர்கள் முற்றிலும் தடை செய்யப்பட்டுள்ளது.
இதுபற்றி கேட்டபோது, ஆர்வத்துடன் பேசத் தொடங்கினார், ஊராட்சி மன்றத்தலைவர் கமலா பாலகிருஷ்ணன், “திருட்டு, கொள்ளை, வழிப்பறி போன்ற அசம்பாவிதங்களிலிருந்து ஊர் மக்களை காப்பாற்ற, எல்லாத் தெருக்களிலும் மொத்தம் 7 சி.சி.டி.வி கண்காணிப்பு கேமராக்கள் பொருத்தியிருக்கிறோம். அதேமாதிரி இரவு நேரங்களிலும் கண்காணிக்கக் கூடிய வகையில் ‘நைட் விக்ஷன்’ கேமரா வசதியும் உள்ளது. எல்லா தெருக்களிலும் ஒலிப் பெருக்கி அமைத்திருக்கிறோம். தண்ணீர் வரும் தேதி, நேரம் மற்றும் முக்கிய தகவல்களை ஒலிப்பெருக்கி மூலம் தெரிவிப்போம். எந்தத் தகவலை யார் வேண்டும்னாலும் தெரிவிக்கலாம். அலுவலகத்திலுள்ள நோட்டில் பெயர், என்ன காரணத்திற்காக மைக்கில் பேசப்போகிறோம் என்பதை குறிப்பிட்டு, கையெழுத்து போட்டுவிட்டு பேசலாம்.
இதைத்தவிர, காலை 6 மணிக்கும், மாலை 6 மணிக்கும் பக்திப்பாடல்களை தினமும் ஒலிபரப்பு செய்கிறோம். எல்லா தெருக்களிலும் மொத்தம் 36 குப்பைத் தொட்டிகள் வைக்கப்பட்டுள்ளது. இரண்டு நாட்களுக்கு ஒரு முறை குப்பையை சுத்தம் செய்கிறோம். எந்த வீட்டு வாசலில் குப்பைத் தொட்டி இருக்குதோ அதற்கு பக்கத்திலுள்ள இரண்டு வீட்டுக்கரர்களிடம், ‘இன்று குப்பைத் தொட்டி சுத்தம் செய்யப்பட்டது’ என்று எழுதி கையெழுத்து வாங்குகிறோம். பிளாஸ்டிக் பைகளை முற்றிலும் தடைசெய்துள்ளோம். இதனால் பிளாஸ்டிக் இல்லா கிராமமாகவும் எங்கள் கிராமம் செயல்படுகிறது.
ஜமீன்தேவர்குளம் டூ துரைச்சாமிபுரம், ஜமீன்தேவர்குளம் டூ முத்துச்சாமிபுரம் ஆகிய பகுதிகளில் பேருந்து செல்வதற்கு வசதியாக தார்ச்சாலையும், கிராமம் முழுவதும் சிமெண்ட் சாலையும் அமைத்துள்ளோம். பேரிடர் மேலாண்மை திட்டத்தின் கீழ் மேல்நிலை நீர்த்தேக்கத் தொட்டியும், ஊர் முழுவதும் சிமெண்ட் சாலைகளும் அமைக்கப்பட்டுள்ளது. நவீனக் கழிப்பறைகள், குளியலறைகள் என பொதுமக்களுக்கு தனியாக கட்டிக் கொடுக்கப்பட்டுள்ளது. இங்கு மதத்தின் பெயராலோ, சாதியின் பெயராலோ சண்டைகள் வந்ததில்லை. எல்லோரும் ஒருதாய் பிள்ளையாகவே பழகி வருகிறோம். கிராமத்தைச் சுற்றிலும் மரக்கன்றுகள் நட்டு பராமரித்து வருகிறோம்.
இந்த ஊரிலிருந்து படித்து வெளி மாநிலம், வெளிநாடுகளில் வேலை பார்க்கும் இளைஞர்களின் உதவியால்தான் சி.சி.டி.வி கேமராக்கள் பொருத்தியிருக்கோம். இதுவரைக்கும் சி.சி.டி.வி கேமரா மூலம் 6 திருட்டு சம்பவங்களைக் கண்டுபிடிச்சிருக்கோம். சில நாட்களுக்கு முன்பு ஒரு செயின் காணாமப் போச்சு. ஆனால், அன்றைக்கு கேமராவை ஆன் செய்ய மறந்துட்டோம். செயினின் அடையாளங்களைத் தெளிவா மைக்கில் சொல்லி, ‘செயினை எடுத்தவர் யாருன்னு கேமராவுல பாத்துட்டோம். மரியாதையா.. ஊராட்சி மன்ற அலுவலகத்தில் ஒப்படைத்து விடவும்’ என்று ஒரு பேச்சுக்குச் அறிவிப்பாக சொன்னோம். உண்மையிலேயே அன்னைக்கு ராத்திரியே செயினை நியூஸ் பேப்பர்ல பொட்டலமா மடிச்சு ஆபிஸுக்குள்ள போட்டுட்டாங்க, மறுநாள் உரியவரிடம் செயினைக் கொடுத்துட்டோம். சிசிடிவி கேமரா மாட்டியிருப்பதால் இது ஒரு வசதியாப் போச்சு. எதுவானாலும் கேமராவுல பதிஞ்சுடும்னு ஒரு பயம் இருக்கு. நைட் விஷன் பதிவு வசதி இருப்பதால் இரவில் மது அருந்துவது, தெருக்களில் உறங்குவது தடுக்கப்பட்டுள்ளது.
108 ஆம்புலன்ஸ் ஊருக்குள் வரத் தாமதமாவதால் மக்கள் அனைவரிடமும் நிதி சேர்த்து ஆம்புலன்ஸ் வாங்கவும் திட்டம் போட்டுருக்கோம்.
கிராமத்துல ஏதாவது குறைன்னா புகார் பெட்டியில புகாரை எழுதி போட்டுடலாம்.
கிராமத்தில் இருந்து சேகரிக்கப்படும் குப்பைகளில் இருந்து உரம் தயாரிக்க இருக்கிறோம். ” என்று முடித்தார்.
பஞ்சாயத்து என்றால் அடிப்படை வசதிகளான பேருந்து, கழிப்பறை, சாலை, தெருவிளக்கு வசதிகள் கட்டாயம் தேவை. ஆனால், ஜமீன் தேவர்குளம் பஞ்சாயத்து அதையும் தாண்டி அசம்பாவிதங்களைத் தடுக்க கண்காணிப்பு கேமராவும், பளிச்சிடும் தெருவிளக்குகள் மற்றும் அறிவிப்புகளை உடனுக்குடன் மக்களுக்கு தெரியப்படுத்த அமைத்திருக்கும் ஒலிப்பெருக்கி ஆகியவை சிறப்பு வாய்ந்தவை. கவனிக்கத்தக்கவையும் கூட. பல சமூக அமைப்புகளும் இக்கிராமத்தை பாராட்டியுள்ளது.
